Regulations Concerning the Hosei University Research Center for International Japanese Studies

Name

Article 1. In accordance with Article 5 of the University rules, the University shall establish the Hosei University Research Center for International Japanese Studies (hereinafter, “the Research Center”) as an affiliated facility of the University.

Purpose

Article 2. The purpose of the Research Center is to contribute to the development of education and research at the University through the establishment, promotion, etc., of international Japanese studies.

Activities

Article 3. To achieve the purpose of the preceding Article, the Research Center shall engage in the following activities:
(1) Basic research on international Japanese studies and publication of research outcomes;
(2) The collection, storage, and exhibition of books and materials related to international Japanese studies;
(3) Collaboration with institutions at home and abroad in related fields; and
(4) Other activities necessary to achieve the purpose of the Research Center.

Composition

Article 4. The following officers shall be appointed for the Research Center:

    • Director             1
    • Full-time Researcher         1 or more
    • Fixed-Term Full-time Researcher  1 or more
    • Cross Appointed Researcher     1 or more
    • Adjunct Researcher        1 or more
    • Visiting Researcher        1 or more
    • Research Associate and Visiting Research Associate    1 or more
    • Research Assistants        1 or more

Director

Article 5.

  1. A Director shall be appointed for the Research Center.
  2. The Director shall be selected by the Steering Committee as prescribed in Article 13 and appointed by the President with approval of the Deans Council.
  3. The term of the Director shall be two years, provided, however, that the Director may be reappointed. Where the Director replaces a predecessor who has resigned during his/her term, the term of the successor shall be the remaining term of the predecessor.
  4. The Director shall oversee and represent the Research Center as well as serve as the Chair of the Steering Committee.
  5. The Director must report to the President regarding the progress of activities for the current academic year and activity plans for the following academic year for approval. The same shall apply in the event that activity plans have been changed.

Full-time Researcher

Article 6.1.

  1. Full-time Researcher shall be selected by the Steering Committee and appointed by the President.
  2. Full-time Researcher shall have the status of Professor, Associate Professor, Lecturer, or Assistant.
  3. The status of Professor, Associate Professor, or Lecturer of the preceding paragraph shall be deliberated by the Status Review Committee, which consists of full-time faculty members of attached research centers and other departments, and determined by the President based on the report of the Committee.
  4. The status of Assistant shall be determined based on the Regulations Concerning Assistants provided elsewhere.
  5. In accordance with the activity plans of the Research Center, Full-time Researcher shall engage in Research Center activities such as research.
  6. The salary of Full-time Researcher shall be set in accordance with the Regulations Concerning the Salary of Faculty Members.

Fixed-Term Full-time Researcher

Article 6.2.

  1. Fixed-Term Full-time Researcher shall be selected by the Steering Committee and appointed by the President.
  2. The status of Fixed-Term Full-time Researcher shall be Fixed-Term Professor, Fixed-Term Associate Professor, or Fixed-Term Lecture based on their background, accomplishments, etc.
  3. The status of the positions of the preceding paragraph shall be deliberated by the Status Review Committee, which consists of full-time faculty members of attached research centers and other departments, and determined by the President based on the report of the Committee.
  4. The term of Fixed-Term Full-time Researcher shall be as follows:

(1) The longest single term shall be five years, provided, however, that this is in accordance with the provisions of Article 14 of the Labor Standards Law.
(2) If the same person is reappointed as a Fixed-Term Full-Time Officer after the expiration of his/her term prescribed in the preceding item, the total term must not exceed 10 years.
(3) The total years prescribed in the preceding item shall include other employment periods at the University.

  1. In accordance with the activity plans of the Research Center, Fixed-Term Full-time Researcher shall engage in various activities of the Research Center including research.
  2. With regard to the salary and other matters related to Fixed-Term Full-time Researcher, the Regulations Concerning the Salary and Other Matters of Fixed-Term Full-Time Faculty Members at the University shall apply.

Cross Appointed Researcher

Article 7.

  1. Cross Appointed Researcher shall be selected from full-time faculty members of the University by the Steering Committee and appointed by the President after deliberation by the Faculty Council or the Steering Committee of the research institute to which the faculty member concerned belongs.
  2. The term of Cross Appointed Researcher shall be two years, provided, however, that they may be reappointed.
  3. Cross Appointed Researcher shall attend the Steering Committee meetings as well as engage in various activities of the Research Center.

Adjunct Researcher

Article 8.

  1. Adjunct Researcher shall be selected from researchers in the field of international Japanese studies by the Steering Committee and appointed by the President.
  2. In accordance with the activity plans of the Research Center, Adjunct Researcher shall engage in various activities of the Research Center including research.
  3. Detailed Regulations Concerning Adjunct Researcher shall be provided elsewhere.

Visiting Researcher

Article 9.

  1. People who can contribute to the purpose of the Research Center may be invited as Visiting Researcher.
  2. Visiting Researcher shall be selected by the Steering Committee and invited by the President.
  3. Detailed Regulations Concerning Visiting Researcher shall be provided elsewhere.

Research Associate and Visiting Research Associate

Article 10.

  1. Doctoral students currently enrolled at the University who can contribute to the purpose of the Research Center may be appointed as Research Associate.
  2. Doctoral students prescribed in the preceding paragraph who have completed their doctoral programs (“PDs”) or doctoral students currently enrolled at other universities may be appointed as Visiting Research Associate.
  3. Notwithstanding the preceding paragraph, people who have completed master programs or other people with equivalent research capabilities may be appointed as Visiting Research Associate as necessary.
  4. Detailed Regulations Concerning Research Associate and Visiting Research Associate shall be provided elsewhere.

Research Assistants

Article 11.

  1. Where deemed necessary for the activities of the Research Center for International Japanese Studies, Research Assistants may be appointed.
  2. Detailed Regulations Concerning Research Assistants at the Research Center for International Japanese Studies shall be provided elsewhere.

Work Rules

Article 12.

  1. Full-time Researcher and Fixed-Term Full-time Researcher shall, in principle, come to work every day except on holidays designated by Hosei University, provided, however, that two set days of the week may be designated as external working days for them.
  2. Working days and hours of Adjunct Researcher shall be set by the Director elsewhere.

Steering Committee

Article 13.

  1. A Steering Committee shall be established to deliberate on the administration of the Research Center.
  2. The Steering Committee shall consist of the Director, Full-time Researcher, Fixed-Term Full-time Researcher, and Cross Appointed Researcher.
  3. Notwithstanding the preceding paragraph, other people may be appointed as committee members after deliberation by the Steering Committee. Also, where deemed necessary by the Steering Committee, other people may be asked to attend Steering Committee meetings to hear their opinions.
  4. Steering Committee meetings shall in principle be convened by the Director once a month.
  5. The Steering Committee shall deliberate on the following matters:

(1) Matters related to the administration of the Research Center;
(2) Matters related to activity planning and research;
(3) Budgetary and settlement matters;
(4) Personnel matters; and
(5) Other important matters related to the Research Center.

Viewing of Materials

Article 14. The Guideline Concerning the Use of Books and Other Materials of the Research Center shall be provided elsewhere.

Administrative Department

Article 15. The Research and Development Center Ichigaya Office shall oversee the administration of the Research Center.

Revision and Abolition of These Regulations

Article 16. Decisions on the revision or abolition of these Regulations shall be made in accordance with the Regulation of Administrative Authority after deliberation by the Steering Committee.

Supplementary Provisions

  1. These Regulations shall enter in force on September 1, 2002.
  2. Notwithstanding the provisions of Article 15, the administration of the Research Center shall be overseen by the Office of the Research Center for International Japanese Studies for the time being starting on October 1, 2002.
  3. These regulations shall enter in force on June 2, 2004, after partial revision.
  4. These regulations shall enter in force on April 1, 2006, after partial revision.
  5. These regulations shall enter in force on August 2, 2006, after partial revision.
  6. These regulations shall enter in force on April 1, 2007, after partial revision.
  7. These regulations shall enter in force on January 1, 2008, after partial revision.
  8. These regulations shall enter in force on April 1, 2008, after partial revision.
  9. These regulations shall enter in force on May 26, 2010, after partial revision. As a result of this revision, Paragraph 2 of the Supplementary Provisions shall lapse.
  10. These regulations shall enter in force on April 1, 2011, after partial revision.
  11. These regulations shall enter in force on April 1, 2013, after partial revision.
  12. These regulations shall enter in force on April 1, 2017, after partial revision.
  13. These regulations shall enter in force on January 18, 2019, after partial revision (establishment of Fixed-Term Full-time Researcher)
  14. These regulations shall enter in force on March 15, 2019, after partial revision.
